The Cabinet of Ministers of Ukraine has approved the Procedure for the Issuance and Use of Digital Education Documents, as announced by Taras Melnychuk, the Government’s Representative in the Verkhovna Rada (Ukrainian Parliament).

This document sets out the mechanism for generating and using digital education documents that confirm an individual’s attainment of a specific educational level or the awarding of an academic degree (or educational qualification level) following the successful completion of a corresponding program.

As a result, all educational documents in Ukraine will now be available in digital format.

A digital education document (e-document) is defined as an electronic representation of a diploma, certificate, or other official academic document, which:

• Is generated based on data from the Unified State Electronic Database for Education (EDBO);
• Includes a unique identifier, such as a QR code, barcode, or digital ID;
• Is accessible via the Diia mobile application and online portal.

This decision marks a significant step in the digital transformation of Ukraine’s education system, enhancing accessibility, transparency, and the convenience of verifying academic credentials for graduates, educational institutions, and employers.
